Hmm, well the issue is not that the config file is disabling the compiz
functionality, but rather that the driver itself must have a problem
that is causing those features to fail to work.
Could you test this with a newer version of the Intel driver? I have a
hardy build of it available at

using the old obsolete -i810 driver, whereas Hardy uses the new -intel driver
by default.
Please attach your /var/log/Xorg.0.log when booted with the "intel" driver, so
we can see why it is not enabling compiz.
