Aha, I just found out what's going on (at least that's the case for
exim4): This is caused by the perl transition. The funny thing is, that
this won't show up via apt-cache unmet, because these aren't unmet in
the archives (as currently the old NBS libperl is still there besides
the new libperl). T
(which however then happily upgrades any remaining packages, I think)

aha... apt-get install dpkg (even though I'm at 1.14.16.6ubuntu3, which
should be a noop then, since the new version is the same) will makes apt
not remove packages... *confused*
