Aha, I just found out what's going on (at least that's the case for
exim4): This is caused by the perl transition. The funny thing is, that
this won't show up via apt-cache unmet, because these aren't unmet in
the archives (as currently the old NBS libperl is still there besides
the new libperl). The other funny behaviour is the difference between
apt-get upgrade and apt-get dist-upgrade.
