I think it's safe to close - I believe I submitted it in Gutsy, but it
was fixed in Hardy.

Thanks for your report and debugging.
/var/lib/acpi-support/vbestate gets written at boot (by
/etc/init.d/vbesave), and currently the Ubuntu pm-utils reads from this
file by design. By the way, the saving you refer to in 20video is now in
99video (as of 1.1.0-1ubuntu1).
