Thanks for your report and debugging.

/var/lib/acpi-support/vbestate gets written at boot (by
/etc/init.d/vbesave), and currently the Ubuntu pm-utils reads from this
file by design. By the way, the saving you refer to in 20video is now in
99video (as of 1.1.0-1ubuntu1).
Are both /etc and /usr/lib scripts run in this version? This should be
handled by the run_hooks() function, and I don't understand why the
kernel should make any difference. Can you set PM_DEBUG and try again
(setting it in /usr/lib/pm-utils/pm-functions is maybe the easiest).
Please attach your log file.
