I am no longer seeing this problem with later versions of Ubuntu (8.10 &
9.04). I assume this is fixed.

Interesting that when I had the LSB gutenprint 5.0.1 when I had Feisty
(since its bundled gutenprint didn't recognize the Epson Stylus Photo
1400) this problem never occurred.

On Kubuntu/Gutsy can confirm same problem using GIMP or CUPS (test
pages) on Epson Stylus Photo 1400. Powering off printer or cycling USB
cable seems to fix. The USB cable pull avoids the power-up test and
ink-charge which saves a small amount of ink.
