Based on comments above this sounds like a case of unfortunate timing
which has now resolved itself. If people are still experiencing this
problem feel free to re-open the bug

sudo apt-get update

ok with another apt-get update, update-manger & update-notifier can be
installed manually now :P
the version should be:
update-manager 1:0.87.24
update-manager-core 1:0.87.24
update-notifier 0.70.7
update-notifier-common 0.70.7

start update-manager from console, i got this:

i think the recent upgrade changed the dependency of update-manager,
update-manager-core and update-notifier.
for me, i upgraded update-manager-core and it automatically removed
update-manager, ubuntu-desktop and update-notifier, so i dont have the notifier
now when i boot up or use apt-get upda
