Actually, we don't ship the Tomboy plugin in Ubuntu. I'm marking the
Ubuntu bug invalid, and will add a do-plugins task. This seems to be
the right spot :).

Rick, if you can, please update the Tomboy plugin (in branch
lp:do-plugins/devel) so that it doesn't launch Tomboy until the user
opens/creates a note.

You understand correctly. The undesired side effect is that this
practically removes the point of running Tomboy on the panel.
Is it not possible to communicate with Tomboy via D-Bus when it's
running as a panel applet?

The tomboy plugin needs tomboy to be running to index the notes. If it
doesn't find tomboy on the dbus it starts it so that it can index the
notes.
Due to the way Gnome Do updates the indexes, it'll relaunch tomboy if
it's been closed.
