The tomboy plugin needs tomboy to be running to index the notes. If it doesn't find tomboy on the dbus it starts it so that it can index the notes.
Due to the way Gnome Do updates the indexes, it'll relaunch tomboy if it's been closed. When Tomboy is running in the notification area it's always available on dbus so that should be ok. So far it sounds like it's running as it's expected.
