Of course it is not a bug to fix, it is a feature request to implement;
the problem is that Launchpad does not discriminate between bugs and
feature requests.

Menu items are self-descriptive so don't need a description unlike icons
which have no way to determine what they are. Feel free to report the
bug to official openoffice.org if you think they will actually fix this,
since there really is no bug here.

My appeal was technically incorrect in that I used the term "tool tip" for
"help baloon". My fault. Please accept the observation that both look very
similar for an excuse.
Anyway, this does not change the fact that help baloons are unavailable for
menu items. Your image depicts a help baloon
No it is not.
The tooltip says this: "Spellcheck"
The 'What's This' says this: "Checks spelling manually."
As you will see by looking at the image it is the What's This output not
the tooltip output.

I believe that this bug has been corrected in Ubuntu hardy
openoffice.org 1:2.4.0-3ubuntu2 so I am marking it as Fix Released. If
after upgrading you continue to have problems with this issue then feel
free to reopen this bug.
