My appeal was technically incorrect in that I used the term "tool tip" for
"help baloon". My fault. Please accept the observation that both look very
similar for an excuse.
Anyway, this does not change the fact that help baloons are unavailable for
menu items. Your image depicts a help baloon shown for a tool bar button, not
for a menu item, so it does not make my feature request void.
