It might not be a gnome issue, but it still happens now and then.
I can 'solve' it by restarting compiz (so it probably is a compiz issue
then) as described above, but it still is a bug...

I've done some testing.
I started with disabling compiz (from the appearances visual effects
preferences).
With compiz/desktop effects turned off the panel works as as it is supposed to.
I re-enabled desktop-effects to extra, and rechecked the panel, and now the
panel also works with compiz unde
