I've done some testing. I started with disabling compiz (from the appearances visual effects preferences). With compiz/desktop effects turned off the panel works as as it is supposed to. I re-enabled desktop-effects to extra, and rechecked the panel, and now the panel also works with compiz under my account...
So I guess it might be due to a custom-compiz setting from my gutsy- settings.
