I use this method to get by the problem:
kill the frozen process, it's called 'hardy'
apt-get install python-kde3 pykdeextensions
cd /tmp/tmpXX$ sudo ./hardy --frontend=DistUpgradeViewKDE

Same problem here.
I should notice that I have done Edgy > Feisty > Gutsy and now > Hardy
upgrades on my laptop. Don't know if it could help.
I could provide any other log but I have exactly the same as Neil.

The freeze is totally reproducible on my system ;(
/var/log/dist-upgrade/apt.log didn't grow at all in ten minutes on my
system, it just stayed at the original size.
[EMAIL PROTECTED]:/var/log/dist-upgrade$ ls -l
total 80
-rw-r--r-- 1 root root 68144 2008-04-01 13:00 apt.log
-rw-r--r-- 1 root roo

Could you please attach the files in /var/log/dist-upgrade to the
bugreport? Is the freeze reproducible? If so, could you please check if
/var/log/dist-upgrade/apt.log is still growing while it appears to hang?

Same happening here.
I have a little terminal output;
[EMAIL PROTECTED]:~$ update-manager -d
extracting '/tmp/tmpiyGVkL/hardy.tar.gz'
authenticate '/tmp/tmpiyGVkL/hardy.tar.gz' against
'/tmp/tmpiyGVkL/hardy.tar.gz.gpg'
Then the Distribution Upgrade window greys out and nothing more happens.
