fixed by linking to shared libs:
sudo ln -s /usr/lib/xulrunner-1.9/libxul.so /usr/lib/libxul.so
sudo ln -s /usr/lib/xulrunner-1.9/libxpcom.so /usr/lib/libxpcom.so
sudo ln -s /usr/lib/xulrunner-1.9/libsqlite3.so /usr/lib/libsqlite3.so
sudo ln -s /usr/lib/xulrunner-1.9/libmozjs.s

This one worked for me:
sudo ln -s /usr/lib/xulrunner-1.9b5/libxul.so /usr/lib/libxul.so
sudo ln -s /usr/lib/xulrunner-1.9b5/libxpcom.so /usr/lib/libxpcom.so
sudo ln -s /usr/lib/xulrunner-1.9b5/libsqlite3.so /usr/lib/libsqlite3.so
sudo ln -s /usr/lib/xulrunner-1.9b5/libmozjs.so /usr/lib/libmozjs.so
mnemoc : I don't know about your solution but I know that the current
chmsee will need to be fixed anyway to use the correct path because the
current package is misconfigured, and the xulrunner path is probably
going to change again when the final release of Firefox will get into
hardy-updates so I
what about adding a /etc/ld.so.conf.d/xulrunner ?worked for me

The deadline for Ubuntu 8.04.1 uploads being /accepted/ into -proposed
is June 1 (https://wiki.ubuntu.com/HardyReleaseSchedule). I'm not sure
which "final" xulrunner upload you're waiting on, but this doesn't seem
to leave much window for the chmsee upload to actually happen. As such,
