Currently, gnome-panel can't handle pixmap images correctly when user prefers
to use the panel vertically, so you'll get a tiled pattern in case you like a
vertical panel.
Shouldn't include a default panel background at least until it handles the
background pixmap correctly, when switched to ve

and I think that there should be one

this feature exist from ages in Gnome Panel.
Right click on gnome-panel > Properties > Background > Background Image ..then
select the right image (that you can do yourself in 3 minutes in Inkscape or
Gimp OR you can download a proper image from the net).
Voila !.
