Currently, gnome-panel can't handle pixmap images correctly when user prefers to use the panel vertically, so you'll get a tiled pattern in case you like a vertical panel. Shouldn't include a default panel background at least until it handles the background pixmap correctly, when switched to vertical view. This shouldn't be so hard though.
