Ah. Dont worry with me. Due to bigoted attitudes like these, I already
migrated away to Arch from Ubuntu. In Arch, I can still fully use sc-
controller with pylibacl (which is required for newer games that don't
run on 18.04 anymore like Planetary Annihilation Titans) or even choose
later versions.
Python2 is dead. If you need it, run a release which still has it, like
Ubuntu 18.04 LTS.

Title:
python-pylibacl-doc package exists but not pyth
No, this is not a support question. Did you even read the description?
The python2 version is needed by sc-controller. This is not a question
about nomenclature, it's about a missing requisite package for an
important application.

according to the python policy, the naming for python doc package is
"python-$name-doc", but with python2 going away the module for python3
is in the package "python3-$name".
As such, you can find the python module you are looking for in the
python3-pylibacl package.
This is considered a support
Python 2 is going away in Debian, so the plain python-pylibacl package
went away a while back. I don't know what's the story for Ubuntu, but I
suspect very much the same.
Either stay on old distro, or help migrate the upstream (kozec) to
Python 3.
Alternatively, install an older version from pypi
