This issue only happens with some of my video files and the issue seems
to be with VLC's "Hardware-acclerated decoding" setting. When that is
set to either Automatic or VDPAU, those files always cause VLC to need
to be killed. When set to Disabled or either of the VAAPI, VLC behaves
correctly.
At
Sometimes I've stopped it and some times I just close the VLC window and
have to kill it in order to load another.
If I just click on another video file while the first one is loaded, it
will replace it and play in the same VLC window.

Did you stop first video then close VLC window, or directly close VLC
without stopping?

The part regarding "VLC still loaded" also happens in 19.10, vlc
3.0.8-2, though there is no problem opening subsequent videos.
