Upgrading to Kubuntu 20.04 with KDEConnect 1.4 resolves this problem.

This feature was introduced in Kdeconnect 1.4 but Kubuntu has frozen at version
1.3.5.
You need to enable Kubuntu backports ppa and upgrade your version

Also there's a bug with a missing dependency
