This feature was introduced in Kdeconnect 1.4 but Kubuntu has frozen at version 1.3.5. You need to enable Kubuntu backports ppa and upgrade your version (https://launchpad.net/~kubuntu-ppa/+archive/ubuntu/backports) Also there's a bug with a missing dependency (https://bugs.launchpad.net/ubuntu/+source/kdeconnect/+bug/1864389) so you may also need to install "qml-module-org-kde-people" package.
