Because by the case we distinguish between the variable (DH_PYCENTRAL)
and the command (dh_pycentral) which as a minimum makes it more
readable.

to:
dh_pycentral=nomove dh_pycentral
which is not good.

Can you provide a corrected debdiff then?
Note that there is a little typo in the changelog too:
Change "-($MAKE) clean" to "[ ! -f Makefile ] || -$(MAKE) clean"
should be:
Change "-($MAKE) clean" to "[ ! -f Makefile ] || $(MAKE) clean"

The package isn't at Debian. I changed that only because I like to see
things in lowercase. No reason at all. I keep the option nomove to the
same.

Can you report the watch file to Debian?
Why did you change:
DH_PYCENTRAL=nomove dh_pycentral
to:
dh_pycentral=nomove dh_pycentral
?
DH_PYCENTRAL is an environment variable that needs to be set to nomove
if you want to disable moving the files to the pycentral location.
