+ Add Homepage field.
+ Bump debhelper to 5.0.38 (python policy).
+ Bump python-central to 0.5.6.
+ Bump Standards-Version to 3.7.3.
* debian/rules:
+ Remove dh_python, because dh_pycentral replaces it.
+ Change "-($MAKE) clean" to "[ ! -f Makefile ] || $(MAKE) clean".
