I see that the issue is present when *only* "Security updates" are
available.
Previously, I had proposed that this issue only ouccurs when there are
more than one category of updates (Such as "Security updates" and "Other
updates").

This issue seems to only occur when there are more than one category of
updates (Such as "Security updates" and "Other updates").
STEPS TO REPRODUCE

This issue occurs on Ubuntu 20.04 thru 21.04.
Ubuntu 20.04 version is over a year old, and there are both "Security"
and "Other"
There is an hirsute report so that's still an issue, screenshot

The description points out it happens when there are several package
update groups, for example a security section in addition of the normal
one
Status changed to 'Confirmed' because the bug affects multiple users.
