A little more detail - NUMA has been supported in the kernel since 4.5
upstream (backported to xenial's 4.4), and is required for hardware such
as Cavium ThunderX dual-socket systems.

Was this tested on arm64 please? I feel we should. What if, for example,
numa support is completely broken on arm64 and this is why it was
disabled? By landing this, we could be regressing arm64 support if we
don't test it.
