Same here. Uninstalled and reinstalled the correct package of rsync, and all
other packages were able to successfully install.

Same problem here...solved.
For those who will get trapped into same thing...
Problem was that I've added some debian repositories to my
/etc/apt/sources.list which triggered debian version of sysv-rc
installed
How to check:
run "sudo apt-cache policy sysv-rc"

to make sure that you don't have any Debian repositories in it. Mixing
repositories like that will lead to all sorts of trouble.

Same problem, rsync failed to install with terminal upgrade from gutsy
to hardy 2.6.24-16 with failure to install ubuntu-standard and kdesudo -
so far. Still updating 1 minute before cleanup.

Ok I found another way to get at the message by just running
apt-get install rsync
it may not be the same version as rsync, but its the same message
