Ok I found another way to get at the message by just running

apt-get install rsync

it may not be the same version as rsync, but its the same message

Setting up rsync (2.6.9-3ubuntu1.1) ...

                -n: not really
                -f: force

dpkg: dependency problems prevent configuration of ubuntu-standard:
 ubuntu-standard depends on rsync; however:
  Package rsync is not configured yet.
