got the same problem, i never see the panel and its windows after
reboot, i didnt try logout but i think it will do the same, only on
suspend with s2disk there is no problem (thats why i like suspending
more and more)
so hope this can be fixed before the gutsy release,
btw: upgraded to gutsy beta
Having the exact same problem here, panel is gone until you click where
its supposed to be, running latest gutsy on a compaq/hp v3010au laptop
with latest nvidia drivers.

I am so confused now...
ok, so after reading your comment, i thought I'd try different things out.
I tried logging in and out a couple of times, and well, it did appear, and
sometimes it didn't.
I then tried restarting x a few times (ctrl+alt+backspace), and that also had
the same thing. not appe
Actually, I don't see the bottom panel appear while gnome is loading.
So maybe it's not entirely the same?
What I just noticed is that the bottom panel is only missing when I
login after a cold start or a reboot. If I login, click on the desktop
to make the bottom bar appear, then logout and login
Hmm, looks like a problem across different hardware.
I'm using:
ATI Radeon 9550 (proprietary driver) with the fglrx driver
AMD Athlon 64 3200+
1GB RAM.
also as another note. when watching the desktop load up, you see the
bottom panel appear briefly to add to buttons/etc.

I am having exactly the same issue on 32bit Gutsy with compiz enabled:
after logging in the bottom panel is missing. Click the desktop anywhere
and it appears.
