I see that festival 1:2.4~release-2 has been synced from Debian and is
now available in Ubuntu Wily. I therefore believe this issue can be
marked Fix Released.

Hi,
I have been helping to package Festival and Speech tools in Debian for a
while so I may be able to help here too :-).
Some patches will be dropped as they have been merged upstream (speech
tools documentation improvements for instance) and others will need some
adaptation.
