Hi, I have been helping to package Festival and Speech tools in Debian for a while so I may be able to help here too :-).
Some patches will be dropped as they have been merged upstream (speech tools documentation improvements for instance) and others will need some adaptation. Also some voices' packages (festvox-*) may need testing/changes, because festival-2.4 includes a newer version of the HTS engine that breaks (again, sigh) backward compatibility. Many people use HTS voices and fetch them from Internet as they are not packaged yet [1]. It is not as straightforward as I'd like to. I can prepare a package but some reverse dependencies will need testing.
