我觉得comment#9的说法有道理，网络图标处的翻译应该与ubiquity的代码无关。
目前用最新的15.04的daily iso测试，bug中反馈的网络连接没有翻译的问题应该已经解决，默认是中文。

我从15.04源里面下载的最新的ubiquity-2.21.1，里面是有对应的安装界面的翻译的。
另外，网络图标那里出现的未翻译的情况和ubiquity源代码应该是无关的。
