This doesn't:
$ GMT pscoast -R-30/-40/30/40r -JA0/0/4i -B5 -G -P > africa.ps
pscoast: ERROR: Rectangular region for azimuthal projection extends beyond the
horizon

I see the same behaviour. Last known working package was GMT 4.5.7 (Ubuntu
13.04 "Raring Ringtail")
As it seems this behaviour also occurs on Debian
I am currently on Ubuntu 14.04 32bit and 64bit
Possible Workaround: Compile GMT yourself or downgrade to GMT 4.5.7
