I should have checked this sooner, but figured it out. The user manager
in System Settings is not always adding the user to lpadmin when the
Administrator checkbox is used. I have not figure out why/when it does
not do that. I will look/file another bug for that issue.
I would guess that either
I removed many directories or files with the user name. But nothing
seemed to allow the adding of printers by a specific user on my work
laptop. I'm not sure where else to look, so I'm going to format the
drive and perform a new install.

I removed the user using System Settings. Then "physically" removed the
home directory. Then I recreated the user and did not restore their
home directory. The issue persisted. I remove the user again and see
what persists outside of the home directory.

Also, my home laptop was installed with an Alpha. The problem is not
shown on that machine.

Some interesting updates... We reinstalled Kubuntu on the specific
laptop. In the process we had to back up only one user's home
directory, my primary user. No other users were preserved. The newly
created users do not have the issue, but the user that has the restored
home directory does hav
We installed Kubuntu from a fresh install and did not receive the
password prompt for root. It was probably something that did not get
updated properly from the Alpha through to release. I will reinstall
the final release on the laptop in question and see if the prompt for
root password still exi
Plaese provides screenshots and an exact list of which steps you take to
cause this. Unfortunately I cannot reproduce it from what you described
so far.

I just noticed that the machine I'm using was installed from an Alpha
release. I would think that doesn't matter. But if I should test it
from fresh install of the final release, please let me know.
