I second this bug. It seems to still be valid on Gutsy Tribe 5
$ network-admin --version
GNOME network-admin 2.19.1
A somewhat messy workaround: Edit /etc/network/interfaces as described
in http://ubuntuforums.org/showthread.php?t=202834 .

Further information & work around:
I have discovered that Network Manager writes the WEP passphrase to
/etc/network/interfaces as plain text despite selecting Hex. I can get
my network working with static IP iff I manually change
/etc/network/interfaces and enter my WEP passphrase in Hex. The resu
One further detail which may or may not be related. When I login from
gdm screen to gnome desktop (wireless setup with Roaming disabled &
static ip -- so wireless not working as described above -- & wired eth0
physically disconnected -- so no outside data communication at all),

I can back this bug. It seems I have never been able to connect using
Ubuntu's Networking Administration tool. I can now connect using
Network Manager, but before using Network Manager, I was experiencing
avahi problems.
I don't know what avahi is, but the terminal would spew out an error
