Confirmed the problem on Gutsy / Kubuntu.
It seems like Angelic579 is on the mark. It seems a bit painful for Kubuntu to
be having Klipper and Glipper run at the same time, but it does fix things for
me.
The problem was critical for me since I'm using the Eclipse java development
platform a lot
A quick search on google turned up this fix that I now use:
sudo apt-get install glipper
Then, press alt+f2 and run the program glipper.
If you want to have it run on startup, just add it to sessions.

Also it happens to me from KSnapshot...Copy to Clipboard...Close
Ksnapshot. try to paste in GIMP and NOTHING is pasted because the
clipboard is empty after closing KSnapshot.
