Well sounds like many are experiencing this problem.
I also faced it once when I was actually working with it and preparing a
document. The menu options were greyed out after a while.
So I'm opening this bug again.
Hope that a real fix gets released.

I have the same problem like Elco and Jussi Pakkanen. I cant select any option
(are disabled). My libreoffice (Write) does not have two menus like Erfan
Tabatabaee. My Libreoffice-write verion is 3.6.1.2.
But I think it is a seriuous problem.

I don't know about that because it works fine on my system.
I tried several options in the menus and all work as expected, and menu items
are still there.
I think your issue should be filed as a separate bug as you said.

There are no longer 2 menu's visible, only the global menu remains, but
all options in it still get disabled after you use a global menu option
once (so for instance, if you click 'File' --> 'Open' and close the
dialog, you can't use any of the options in the global menu any more,
they are all grey
Fixed in LibreOffice Version 3.6.1.2 (Build ID: 360m1(Build:2))

I have similar symptoms except that the local menu bar is never shown.
This happens even If you run some DE that is not Unity. This makes the
menu elements inaccessible.
