I couldn't see a panel entry under desktop>unity in dconf-editor,
however I fixed it with :
gsettings set com.canonical.Unity.Panel systray-whitelist "['all']"

this is a workaround use dconf-editor and add either all or pidgin to the
whitelist in desktop>unity>panel systray-whitelist
mine looks like this systray-whitelist['all']
it seems if pidgin isnt in a tray of some sort it gets buggered.
