Important update:
Sorry; I have forgotten one very important detail...
The temporary "fix" I have reported in my previous post only works if
one runs "apt-get update" under the "C" locale.
So the correct command lines are:
sudo rm -vf /var/cache/apt/*.bin
LANG=C LC_ALL=C sudo apt-get upd
update
If needed, I can post my "/var/cache/apt/*.bin" files before and after
apt's package cache files are refreshed.

Correction: Debian Sid's gstreamer packages have the versions
0.10.19-{1,3} whereas Ubuntu Hardy's gstreamer packages have
the versions 0.10.18-{3,4}.

Workaround:

Update: I discovered that my computer does not power off
because Edgy Eft (6.10) comes with a SMP-enabled kernel.
Dapper Drake (6.06.1) comes with a non-SMP kernel, so
power off worked before upgrading to Edgy Eft.
For the power off to occur, apm module needs to be loaded
with the option(s) smp=1
