I added libboost1.53-tools-dev in Conflicts and Replaces in
libboost1.54-dev

Neither libboost1.53-dev nor libboost1.53-tools-dev can be found on my Saucy
installation,
so I'll assume it's on Trusty despite your chroot shows "saucy-amd64" on your
prompt.
On Trusty, I've tried installing
1. libboost1.54-tools-dev first, libboost1.54-dev after.
2. libboost1.54-dev first, l
I retried with libboost1.54-all-dev installed, then upgrade Saucy
to Trusty, without any failure luckily.
But when I check the package status:
% dpkg -l *boost*tool*
Desired=Unknown/Install/Remove/Purge/Hold
| Status=Not/Inst/Conf-files/Unpacked/halF-conf/Half-inst/trig-aWait/Trig-pend
|/ Err?=(
How do I reproduce the bug you mentioned in Trusty?
I have libboost1.54-dev installed, but I cannot reproduce the upgrade
failure you mentioned
when upgrading from Saucy to Trusty.
