OK, here's the solution to this problem:the config file
~/.mythtv/config.xml was NOT correct because it was in the wrong user's
home directory. When I put it in the right place I got further.

Thanks for pointing that out. I tried it, and it led me to discover the
real cause of my problem. Vim-addon-manager expects a "registry" file,
whose location can be specified with "-r". If I use that parameter to
point towards the YAML registry file, then my plugin is discoverable.
