This bug just showed up in my box too. It was originaly a kubuntu gutsy system.
After installing ubuntu-desktop meta package i observed exactly the same layout
bug. I tried to change the theme (did'nt helped) switch it with
gtk-switch-theme2 (neighter).

thanks for the information but unfortunately the xml file from
/usr/share/apps/kxdocker is a 0 length file so it's still not working.
