What happens:
On Ubuntu 13.04, by default, there is only one workspace enabled. But when you
press super+s you Unity shows the workspace switcher with one workspace. (see
screenshot)
What should happen:
If there only is one workspace, pressing super+s should do nothing.

Pres CTRL+S to show the expo, and then try to use your mousewheel to
scroll up. Scrolling down does work.
