I can confirm that. It is inconsiderate to have an untranslatable
application installed by default in Ubuntu this late in the cycle.

It's not an optional component, at least it wasn't when I installed a
daily build of jaunty a few weeks ago. It's notification-daemon, the
element in the menu is called notification-properties. Maybe it has been
removed from the ubuntu meta package since then? I'm not sure how to
check this.
