@enri1985 i don't think this is ever going to be fixed or backported.
addid tty is not that big of a deal so you shouldn't be to be afraid of that
as the actually fix that they should implement is actaully adding syslog to the
tty group :)
so it wil not really matter if you are going to do it manu
is there any possibility to upgrade util-linux to 2.40 in noble repository
so this issue can be solved?

login: remove pam_lastlog.so from
pam_lastlog is deprecated but should be replaced with pam_lastlog2
which is now packaged with util-linux
but the util-linux shipped with noble is 2.39.3-9ubuntu6
and it seems that its only packaged with util-linux => 2.40

Public bug reported:
with noble i encounter the same issue as
https://bugs.launchpad.net/ubuntu/+source/rsyslog/+bug/1890177
which was fixed for focal.
the solution to fix it was running "adduser syslog tty" and restart rsyslog
package version:
Installed: 8.2312.0-3ubuntu9
Candidate: 8.2312.
i acknowledge that pam_lastlog.so is indeed removed from this package
