In Ubuntu Hardy Heron, gnome-panel 1:2.22.2-0ubuntu1.1, when setting the
panel to be transparent, or semi-transparent, it hides windows
underneath it, and just shows the desktop background instead (see
attached screenshot).

I don't think they are related. The workaround suggested their doesn't
work for me.
There are two entries in the 70-persistent-net.rules file:
