What is the rationale for not wanting to have both packages in Ubuntu?
As stated, despite the name it is not considered an update but a
separate project.

dropping support for 2.10 and thinking about supporting 2.12

Workaround: I rolled back to this version:
https://launchpad.net/ubuntu/+source/unity-control-center/14.04.2-0ubuntu1/+build/5587415
Downloading it and installing it with dpkg -i fixed it for me.
