By the way, there's a workaround by using File -> Install menu. Software center developers did not disable it by (fortunate) oversight. Sadly, this workaround does not work for Add-ons section in detailed view of the program. See, for example, Emacs or GIMP for the idea of what I'm talking about.

I found out the solution! Whether resume feature works or not depends on the server. In System->Administration->Software sources, choose Main Server (archive.ubuntu.com) and it will work. When I run an update or installation from ru.archive.ubuntu.com , resume does not work. Can people at Canon
