I have this issue for quite some time now. Maybe a year or so. For some
reason Synaptic is dynamic linking to libicu version 72 instead of the
current version which is libicu 76. Here is the output of "ldd
synaptic":
$ ldd /usr/sbin/synaptic

I can confirm this bug. The whole upgrade runs fine except for the the
phase at the end of the upgrade process and by that I mean the phase "X
old packages will be removed. Do you really want to remove them?".
I solved it by installing snapd and squashfs-tools. Then I changed the
*.sources under /
When I do "ldd /usr/sbin/synaptic" I cannot see a libept dependency.

Can you reproduce this problem on the latest raspi kernel? From the
information you shared it looks like you're running 6.11.0-1004-raspi
which is from last September. If you upgrade, you should be on version
6.11.0-1008.8, via the -proposed pocket you could even try out the
latest version 6.11.0-1
