The default value is false, but it seems that if when the system starts the
network is not yet ready the applet will not be displayed
if you set the value to true, it solves the prob
I upgraded from Ubuntu 21.04 to 21.10 and the bug is still present.
On the mageia distribution they seem to have fixed the bug that would come from
lib64exiv2:

Not a fix but it did the trick: add to your grub iommu=soft.
You will have a fully working ethernet connection...without reduce the speed.
Mine look like this = GRUB_CMDLINE_LINUX_DEFAULT="iommu=soft"
