I have tested it some more, I can also lock the screen (super + L), same
disappearance of dock.
If I have the fullscreen video on my primary monitor, the dock does not
disappear, but instead the dock on the primary screen is now displayed
above the fullscreen video, the dock on the secondary monit
I don't know if I can do a screencast, since the pc has to go into
energy-saving mode for it to occur.
However if it possible I would happily do so.
Also, the video is still fullscreen on my secondary monitor when I wake
the os up, the dock just disappears from my primary monitor.

* Make the video fullscreen
* Pause the video
* Wait for Ubuntu to Blank Out

Public bug reported:
The Dock does not appear after the system went into "Blank Screen" (Standby) if
I had a fullscreen Youtube Video paused while it went into standby.
Pressing the super key twice brings the dock back.
